Based on Loveness’s quote, it can be comprehended that the Quantum Realm exists outside of the multiverse, which means any universe can access it within the multiverse.

It would explain how the performance of Kang the Conqueror that Scott Lang meets has killed Avengers in the past.

He’s clearly from another universe but will likely make his way to the central MCU universe at some significance for the forthcoming event film Avengers: The Kang Dynasty.
